NScD’s missions are: 1) world leading experimental studies of the structure and dynamics of materials as part of an international user program and as an element of ongoing ORNL based R&D, 2) design, construction, and operation of the neutron scattering instruments at the Spallation Neutron Source (SNS) and the High Flux Isotope Reactor (HFIR), 3) operation of the accelerator systems at SNS, and 4) operation of HFIR. Responsible for providing leadership and oversight of this scope, more than a $300 Million Budget Authority annually. The Directorate applies ORNL’s distinctive science and technology capabilities to these mission areas, providing a unique R&D platform to customers that complements and extends the overall Laboratory mission. The ALD for this Directorate will also be responsible for developing, articulating and leading the science and engineering case for the second target station to the DOE sponsors and to the broader research community. The Associate Laboratory Director for NScD will work with the other research directorates to leverage across disciplines and facilities such as Center for Nanophase Materials (CNMS), Oak Ridge Leadership Computing Facility (OLCF), and nuclear and biological S&T. Other responsibilities include implementation of management systems, operations, safety, security, compliance, and performance assessments across the entire Directorate, and serving on the Laboratory Leadership Team. Major Duties/Responsibilities The Associate Laboratory Director for NScD will be responsible for: - Providing leadership and oversight to ensure the successful operation of SNS and HFIR as user facilities and to enhance the scientific impact of the facilities. - Provide leadership to develop, articulate and implement the establishment of the second target station. - Meeting Neutron Facility operational commitments. Operate the SNS in support of the scientific user program, accelerator physics and instrument commissioning for 5,000 hours at ?90% reliability, with 16 (two under construction) SNS instruments operating in user mode. In addition, operate the HFIR support of the scientific user program with six cycles, for 3,400 hours at > 90% reliability with 12 instruments. - Implementing a strategic plan for scientific excellence that includes: crosscutting initiatives in strategic thrust areas combining unique capabilities from different ORNL directorates and associated universities, an enhanced postdoctoral program, a visitor and sabbatical program, and recruiting of mid-career scientists as science leaders/mentors. - Implementing proposal review processes that are capable of sustaining an increased number of users. - Increasing engagement of the User community in the development and completion of the neutron instrumentation. - Meeting project milestones for ongoing projects to develop new instrumentation and upgrade the facilities. - Providing leadership in the integration of neutron science capabilities across ORNL to promote laboratory-wide growth, including energy sciences and technology, life sciences, computational sciences, physical sciences, and national security. - Integrating and implementing commercialization activities through the Directorate’s business plan and strategies. - Implementing management systems, operations, safety, compliance, performance assessments across the entire Directorate, and serving on the Laboratory Leadership Team. - Working with Laboratory Director and Leadership Team to identify and implement strategic research opportunities, including LDRD (Laboratory-Directed Research and Development) priorities. - Managing programmatic funds and discretionary investments for research and program development. Act as steward for laboratory operations, facilities, capital, and equipment. - Maintaining compliance with Laboratory policies, standards, and procedures as documented in SBMS. Implement operational standards to meet the expectations of the Laboratory Agenda. Maintain proper management and control of total budget authority. - Developing and managing self-assessment programs assuring alignment with the Laboratory Critical Outcomes, the Laboratory Agenda, and other internal or DOE performance metrics. - Acting as the primary Directorate contact, representing the Directorate on Lab-Level committees, task forces, and working groups with a shared responsibility for the overall lab wide science and technology strategy. - Identifying key staffing and other resource requirements. Support recruiting initiatives in diversity, fellowships and university relations. Drive employee performance management and assessment, development and reviewing and initiating discipline as appropriate. - Serving as primary contact with assigned core universities. Leading and engaging in community activities in support of the Laboratory Agenda. Promoting educational outreach programs. - Reviewing corrective actions that have Laboratory-wide impacts with particular emphasis on those that are documented and managed by tracking systems external to ORNL. Qualifications Required - Ph.D. and demonstrated research accomplishments in studies of structure and/or dynamics of materials is required and should be related to research conducted in a large Division or Directorate with at least 5-10 years of demonstrated executive management experience, including developing and leading large complex and multidisciplinary research programs. - The successful candidate must have an internationally recognized research stature in one of the disciplines within Neutron Sciences and experience in managing large multi-disciplinary science programs. - Must have experience with communicating with key stakeholders, clients, program sponsors, internal staff, and the security/intelligence community and regarded as a leading expert and visionary in the field of Physical Sciences. - Must have demonstrated experience of successfully developing, implementing, and executing scientific strategy with engagement from critical stakeholders.
